If you remember back in April, Kip was taken out of leadership and out of the position of being world missions evangelist. In September, he was taken off the membership (disfellowshipped). as of today, November 22, Kip has been marked by the ICC leadership.

It seems that the ICC world sector leaders beat Kip to the punch. After the RCW has recently separated themselves under the leadership of Jason Dimitry, Kip is planning to release his own letter within the next week and a half regarding his stance/view of the RCW. According to some Kip has been part of this RCW split from behind the scenes. It seems that the ICC leadership was not going to wait around, but got out in front of it by marking Kip as of today.
